Infographic: BSNL eSIM in India needs an in-person CSC visit for activation, has pan-India coverage since October 2025, and has no official list of supported phones
BSNL eSIM in India: activation needs a store visit, coverage is pan-India but disputed in detail, and there is no official phone-support list.

BSNL launched eSIM services nationwide in October 2025 through Tata Communications’ MOVE platform, becoming the first government-owned Indian telecom operator to offer it. The catch: official notices from BSNL and the Press Information Bureau still describe an in-person KYC step at a Customer Service Centre, so, unlike Jio, Airtel or Vi, you may not be able to swap to a BSNL eSIM entirely from your couch just yet.

Is BSNL eSIM Available Across India Right Now?

As per Tata Communications, which runs BSNL’s eSIM subscription management on its GSMA-accredited MOVE platform, the service went live pan-India on 1 October 2025, covering 2G, 3G and 4G connections. That announcement described the process as remote provisioning through a secure QR code, with no physical SIM card needed. It may be noted, though, that a separate Press Information Bureau release dated 13 October 2025 talks specifically about Tamil Nadu and Puducherry, and describes a two-step process: a visit to a nearby BSNL Customer Service Centre for KYC, followed by scanning a QR code. An earlier BSNL announcement in August 2025 also referred to a “soft launch” limited to the Tamil Nadu circle. We are flagging this seperately because the three official-ish sources do not fully line up on dates or on whether a store visit is still needed everywhere. If you are outside Tamil Nadu and Puducherry, it is worth calling your local BSNL office before you plan a trip to a CSC. For background on the original announcement, see our earlier report on BSNL’s eSIM launch; this guide focuses on activation steps and phone support rather than repeating that news.

How Is BSNL’s eSIM Different From Jio, Airtel and Vi?

This is where BSNL genuinely stands apart from the three private operators, and it is the part most global “how to get an eSIM” guides get wrong for India, since they assume every Indian carrier works the same way. Jio, Airtel and Vi all let existing customers convert to eSIM entirely through an app or SMS, with no store visit. BSNL’s own communications, by contrast, still point to a Customer Service Centre visit for KYC before the QR code is issued, even though the Tata-run backend is remote-capable. The full comparison is further down this page. None of the four operators’ public pages mention a fee for converting a physical SIM to an eSIM, but none guarantee it stays free either, so do confirm the current charge, if any, before you go ahead.

How Do You Activate a BSNL eSIM?

Based on BSNL’s own announcement and the PIB release, here is what the process looks like today for both new and existing BSNL users:

  1. Confirm your handset supports eSIM (see the compatibility notes below) and that you are on a BSNL prepaid or postpaid connection, or are ready to take a new one.
  2. Visit your nearest BSNL Customer Service Centre with a valid photo ID for KYC verification. Existing customers can request an upgrade from a physical SIM; new customers can request an eSIM connection directly.
  3. Once KYC is done, BSNL issues a QR code for eSIM activation.
  4. On the handset, go to the eSIM or “Add Cellular Plan” section in network settings and scan the QR code.
  5. Wait for the profile to download and for the network to register; this is usually quick, though it can take a little longer during busy hours at the centre.

It may be noted that BSNL and Tata Communications have also spoken about remote, app-based provisioning as the platform matures, so this in-person step could shrink over time. Do check with BSNL’s helpline before you head out, so that you do not recieve the wrong information at the counter.

Which Phones Actually Support BSNL eSIM?

BSNL has not published an official list of supported handsets, which is itself telling. Most coverage so far just says the service works on “eSIM-compatible” Android and Apple devices, including recent high-end phones and some smartwatches. Owner reports on forums (Apple’s community forums, for instance) describe a mixed picture: some iPhone and Android Users say activation and QR scanning worked fine, while others reported the eSIM showing “No Service” after installation, or the QR code failing to scan at all. These are reported issues from users, not confirmed faults from BSNL.

For a general reference on which phones sold in India support eSIM at all, see our full list of eSIM-compatible phones in India, our iPhone eSIM guide, and our Samsung Galaxy S25 Ultra eSIM guide. If your handset supports dual eSIM, our dual eSIM Android list is also worth checking before you keep BSNL alongside another operator profile.

Is There a Fee to Swap From a Physical BSNL SIM to eSIM?

No official BSNL notice we found states a specific fee for converting a physical connection to an eSIM, and none of the three private operators list one either for a like-for-like swap. That said, telecom operators do change tariffs and one-time charges fairly often often, so it is atleast worth asking at the Customer Service Centre or checking BSNL’s selfcare portal before your visit, rather than assuming the swap will be free.

Can Tourists or NRIs Get a BSNL eSIM?

Not easily, and probably not what you want anyway. BSNL’s eSIM is a regular domestic connection that needs Indian KYC at a Customer Service Centre, so it is not built for a short visit. Foreign travellers wanting data in India for a week or two are generally better off with a travel eSIM bought online before arrival. Our guide to getting an eSIM in India from Jio, Airtel and Vi covers the domestic options in more detail, including for NRIs who already hold an Indian number.

What Should You Do if the BSNL eSIM QR Code Won’t Scan?

A few checks tend to help before you head back to the centre: make sure the handset’s software is updated, scan the code through the network or “Add eSIM” settings screen rather than a generic QR app, and check you have not already used that particular code (most eSIM QR codes go inactive after the first scan, successful or not). If it still doesnt work, ask the staff to regenerate the code rather than retrying the same one.

Frequently Asked Questions

Is BSNL eSIM free to activate?

No official fee has been published for converting a physical BSNL SIM to an eSIM. It is best to confirm at your Customer Service Centre, since operators can revise one-time charges without much notice.

Will my BSNL number change if I switch to eSIM?

No. Every source we checked describes this as swapping the SIM form factor for an existing connection, not issuing a new number, whether you are a prepaid or postpaid BSNL user.

Can I use a BSNL eSIM for international roaming?

BSNL and Tata Communications’ announcements mention keeping a BSNL number active in a second SIM slot while using a travel eSIM abroad for data. We did not find confirmation that BSNL itself offers international roaming through this eSIM, so treat that claim as unconfirmed.

Does BSNL eSIM support 5G?

This was not addressed in the eSIM launch announcements we reviewed, and BSNL’s 5G rollout is a seperate, ongoing story in itself. Do not assume 5G support just because a handset and SIM are both eSIM-capable.

Which phones does BSNL eSIM actually work on?

BSNL has not published a device list. Recent high-end Android and Apple handsets are generally expected to work, but owner reports flag occasional QR-scan failures and “No Service” issues on some devices, so it is not a guaranteed fit for every eSIM phone.

Can foreign tourists get a BSNL eSIM at the airport?

This is not something any official source describes. BSNL’s process needs Indian KYC at a Customer Service Centre, which makes it impractical for a short visit; a travel eSIM bought in advance is the simpler route for tourists.

What documents do I need at the BSNL Customer Service Centre?

A valid photo ID is needed for KYC, as per BSNL’s own announcement. The exact accepted document list was not detailed in the sources we checked, so do confirm with your local centre.

Is the BSNL eSIM rollout the same everywhere in India?

Not clearly. Announcements describe both a Tamil Nadu and Puducherry-specific process (with a Customer Service Centre visit) and a pan-India remote launch on the same Tata Communications platform, and the two descriptions do not fully match. Users in different circles may see a different experience until BSNL clears this up.

Need an eSIM for International Travel Too?

If you are travelling abroad and want data that works the moment you land, rather than a domestic Indian connection like BSNL’s, a dedicated travel eSIM is usually the simpler pick. Maya Mobile and 7G eSIM both offer eSIM plans for international travel that you can activate before you fly. A discount is available through these links. Do compare the data allowance and check whether calls and SMS are included before you buy, since coverage and plan details vary by destination.
